Are tax forms (Fedeal W4 and state) best done by configurable forms in a Journey?

Is it the standard to create configurable forms in checklists for the Federal W-4 and/or the state tax forms? We had an overhaul with our state form this year so it will be a pain to re-do. I want to be sure that is the best solution.

Also, on our Federal W-4, we have an external URL task and then a signature task - how are others capturing signatures for Federal W-4 if they are pointing to an External URL? I assume not via electronic signature and via scanned uploads?

Any guidance on this process would be helpful. I am not seeing an easy way to get the tax forms in a Journey when you aren't using Oracle Payroll.
