Time card edit update layout

Summary:

We have a custom time entry layout. The layout has project, task as rows and days as columns. But during edit of the timecard we want to keep the project, task custom attributes as read only. But users should be able to create new rows with project, task. Once the time card is saved we shouldnt allow to change the project/task.
