If Second Level Manager Initiates Change Salary transaction, approval is 2nd Level Manager again

Summary: We configured Change Salary approval rule where if Line Manager Initiates the transaction, approval will trigger to Second Level Manager and then to HRBP for approval. Our Requirement is, if Second Level Manager initiates the transaction, now approval is triggering to the same second level manager which should not happen. Could any one help us how to configure rule If Second Level Manager Initiates the transaction, it should directly trigger to HRBP. How do we achieve this
