Display Course date in local Time Zone instead of UTC
Summary:
When a colleague completes a course, it is showing the completion as "Attempted On" and in UTC. Ideally we would want this to display in their local time zone. Also, we you look at more details, it is displayed as Completed, but also in UTC, without an indication of it being UTC.
