unable to create expense policy type equals to mileage

Summary:

We are setting up the production environment and i am trying to create a expense policy type equals to milleage. The system allow me to create any kind of policy except milleage expense policy type since i press save button or save and close button but any action occurs, the same screen remains, then i close the screen and the policy is not created.
