Invoice Validation System holds - ORA-00001: unique constraint (FUSION.ZX_WITHHOLDING_LINES_U1)

We got the system holds: "create_detail_wht_lines: -1 : ORA-00001: unique constraint (FUSION.ZX_WITHHOLDING_LINES_U1) violated The tax calculation couldn't be completed." during invoice validation.

We found out that the error occurred if there are two or more invoices have the same invoice date and all of them needs to have withholding lines generated.

The findings we found so far:

1. The error will be occurred if invoice is validated via "Validate Payables Invoice" process, and not from online validation.

2. We found the oracle support article id:2677898.1, that mentioned the same error, however, we checked, our setup on the tax authority in "manage taxes" task have blank jurisdiction.
