Unable to create PR from some of planned orders

Summary:

We are not able to see that PR got created for some of planned orders, for some other planned orders it is creating PR properly.

For planned orders that it is not creating PR has future due dates in Supplies and Demands screen (April or May 2024), I checked lead times in PIM and it is not more than 15 days. We don't have enough on-hand quantity.

What could be the reason?
