Why is Notify Managers of Approaching Due Date (approaching 5 days) notifications sent is 0?

Summary:

We are approaching the due date for our Merit cycle. We processed the Notify Managers of Approaching Due Date notification and the log said 0 notifications were sent. I found a solution document from Oracle, but we have the worksheets as Updates Allowed and we have a due date in the cycle/on the worksheet.
