New External Candidate Application not Showing on Requisition but is Showing in Candidate Search

We went live with ORC in October 2023. We are seeing that candidates applying on the external career site are receiving an error (Your application couldn't be submitted. Try again.) but they are showing when we do a candidate search - they just are not showing as an applicant on the requisition.

Jan 23rd we made changes to the job application to include a field for referrals. After this change was made, we received notifications from candidates that they were not able to submit their application. We found there was an issue with a DFF compile status showing as pending. That has been resolved but now we are seeing that some candidates can apply without receiving an error and their application is showing on the requisition, but others receive an error (Your application couldn't be submitted. Try again.), yet they are visible in a candidate search with a last communication date as
