Trying to edit Team Time Cards page with VBS but express mode is not shown

Summary:

We are currently testing Time and Labour Redwood pages and need to customize the Team Time Cards page so that one role does not have the ability to approve or reject time cards as they are a custom admin role that enters time cards. In the Classic UI we were able to customize this and hide both fields but when trying to use VBS we do not have express mode for this page. Is this because this page is not ready for express mode or is something missing from our VBS? I would think that I need to add
