Reverse DNS configuration in Free Tier

As far as I understand, to set up a reverse DNS record for an OCI IP address, you need to open a service request:

and the service request can only be opened from a paid account:

Does this mean that there is no way to set up reverse DNS with Free Tier? Is there any other way?
