Routing an FA without Work Zone

Hi.

Currently, our business rule is set up to use work zone support to let the FAs auto-routed to their designated buckets via routing plans. However, we have one FA which doesn't have yet work zone information as its premise is not yet considered an "actual" system premise (e.g. this FA is just to inspect if the meter/construction can be installed/made at the probable customer location). When the immediate routing plan is executed, this FA does not routed automatically due to "undefined work zone". Is there a way we could auto-route an FA to a specific bucket
