Vulnerability Scanning recipe CIS disabled always

Content (please ensure you mask any confidential information):

Once I save the vulnerability recipe with "Enabled CIS benchmark scanning" checked, on saving it shows up as disabled.

I have given all the access as documented here - Required IAM Policy for Compute Scanning Recipes (oracle.com)
