OCI: Unable to Connect to Instance using Putty or WinSCP

Symptoms

Unable to connect to an instance using Putty or WinSCP.  While SSH from the Windows CMD prompt to the same instance is working without issue using the same credentials and ssh keys.

The fatal putty error is similar to the output shown in the following screenshot:

Cause

The reason for the “Connection timed out” message is that there is a “Proxy Address” inserted into the Putty and WinSCP configuration:


The “WinSCP” setup is as follows:


Solution

  • Remove the proxy address from the configuration for both Putty and WinSCP.
