How to Restrict a user to search all contacts ?

Hello ,

we are implementing Oracle Sales and B2B Service Cloud , and we would like to restrict a user to search for all contacts. he should be able to find a contact only if he searched by specific filters without removing the x before any filter .

In other words, a user shouldn't see all contact in the search result, only the contact that he is searching for.

Is there a way to achieve such requirements ?
