Incomplete invoice hold released by system

Summary:

We are using IDR - setup the system to have all invoices set to Incomplete (so we can verify).

I am wondering why we have some invoices that get released by system automatically. In most cases, these invoices do not have any lines.

For example,

Invoice creation date: 2023-12-07 - Incomplete invoice Hold applied.

Hold Released: 2024-01-23 - Last updated by indicated 5


Can somebody explain how the Incomplete invoice can get released automatically by the system ?
