Where is the free tier limit on ephemeral public IP addresses documented?

I am trying to plan out what I can set-up in my free-tier tenancy and found that I'm limited to one reserved public IP, but I can't find any documentation on what limit there is to ephemeral public IP addresses. I even crawled through all the limits in the web console, but couldn't find any mention of a limit on ephemeral public IP addresses.

Also, I tried to set up a load balancer with an ephemeral public IP, but that failed while I only have one ephemeral public IP address in use (a NAT gateway created before they were eliminated from the free tier).
