A blank page appears in "Element entry" page after assigned role "Manage Payroll Element Entry"

We have a custom role, and I have assigned the "Manage Payroll Element Entry" privilege to this custom role. Subsequently, I assigned this custom role to user A. User A can see "Element Entry," but upon clicking it, encounters a blank page. Please assist.
