No option for Employees names to assign a Journey

I have enabled Journeys and think I have completed all steps but HR Specialists are unable to find any employees to assign Journeys too, Line Managers can also not see any direct reports.

I am using the Human Resource Specialist role (as well as custom role) both have the ORA_PER_MANAGE_JOURNEY_BY_HR duty role.

Profile Options, ORA_FND_SEARCH_EXT_ENABLED, HRC_ELASTIC_SEARCH_ENABLED, ORA_PER_ORACLE_SEARCH_WORKERSLOV_ENABLED, ORA_PER_ASSIGNMENT_LEVEL_DATA_SECURITY_ENABLED and ORA_PER_ORACLE_SEARCH_WORKERSLOV_ENABLED are set to Yes.
