can we configure custom notification email alert for NIR at workflow

For example,

User Created NIR with item lines and submitted . Once it promoted to Definition stage at workflow and respective person has completed the definition stage and it moved to Approval stage. But at Approval stage it didn't move further and also approval mail didn't hit by the workflow to an approver. So in that case, I want to configure a custom notification email alert for NIR if it stucks somewhere for a long time , it should hit a mail to respective POC so that they can manually Terminate/restart the workflow for the NIR's.
