How to make all sections in creating requisitions mandatory for Hiring Manager?

Summary:

Is there a way to make all sections in creating job requisitions mandatory for Hiring Manager? The profile values IRC_REQ_ALLOW_RULE_CONFIG_CUSTOMIZATION_ENABLED is already set to Yes so that Hiring Manager have full access to submit the job requisition. We also didn't add the Update Job Requisition privelege. But when Hiring Manager already filled the Requisition Structure (Section 4) even there is mandatory in other sections he can click the save and close which we are having issues because once they click save and close it will be in draft and the hiring manager cant edit it. I tried making the sections
