Responsive Self Service is not using TAB rules and Vertex tax calculation is not working

Summary: We've turned on Responsive Self Service in dev and it's not using TAB (transaction account builder) rules and Vertex tax calculation isn't working. The same selections in classic Self Service Procurement are working fine for both TAB and Vertex. Am I missing some needed setup to get these working?
