How can accountants view scanned invoice images in Fusion (ORA-AP_WEBCENTER_DOCUMENT_VIEW_DUTY)

Summary: Our accountants require access to view accounts payable scanned invoice images, and are unable to do this. Although other security roles include this access, those roles also have the ability to create invoices and print checks, and our accountants should not be given access to do those things. We have researched and noted that ORA_AP_WEBCENTER_DOCUMENT_VIEW_DUTY might help provide this access if added to a General Accountant role, but I don't see this available when searching in Security Console. Is this only available in Fusion R12 or later, and what are the steps to add this duty role?
