Create a requisition from Request a new position and request a position change

Summary

Is anyone using this functionality, we have configured it in a lower environment and it is working as expected however we get a new requisition for every single request. I would like to know if there is a way to control or dictate when or in what case to generate a new requisition. A use case would be where we a requesting a location change for a position where the incumbent is relocating, we are not filling the same position.
