Why can't a manager see Notes added by worker to Organisation goals?

Summary:

A worker has added a note to an organisation performance goal & set the note to be 'Visible to Managers and XX', but the line manager cannot see the note. The line manager can see other notes added to performance goals that are not organisation goals. Is this expected behaviour? Can anything be configured to allow managers to see all notes added with this visibility option?
