Explore career -Career suggestions are not available for newly hired person

Summary:

Hi Team,

We are not able to see any career suggestion for a newly hired person in the system.

We have added the date in this new person profile but still the recommendations are not showing up under career explore page.

Also, when we are checking with the already existing person log in, we can see the career suggestion as per below screen shots,.

1)What may be the possible reason for this?

2) How these suggestions strength is calculated out of 5?
