How can we add "Department Title" to responsive pages like Hire an employee, Transfer, Promote?

Need to use department title LOV when hiring an employee, making a transfer or promoting a worker.
Content (please ensure you mask any confidential information):
Currently department title can be enabled by using profile values and adding data to it. Department title also does not need to be unique, as opposed to department name.
An organization contains many duplicate department names and therefore the information is being stored in department title while department name will be stored as a numeric value (like a department code).
When hiring an employee, how can department be selected from department title instead of department name?
