The release notes say the two actions available for the P45 are:

The explanation given reads - "You can set the P45 Action to issue when the final pay is in or after the period of termination. The application will issue a P45 if either latest payroll process effective date or the period end date is after the termination date. You can use the enhanced P45 process to issue a P45 when final pay is in or after the period of termination, instead of the prior issue when final pay was on or after actual termination."
