Invoice Liability Lines for Withheld Tax Amount - Does not follow same Liability SLA rules

Summary:

When accounting for Withholding Tax invoices, the withheld amount generates a liability accounting entry. For normal invoices, we have liability segment rules defined where rule condition is "PO is null" and "PO is not null". This rule does not work on the liability lines for the withholding tax amount. As a result, we have a mismatch of accounting generated between gross amount and the withheld tax amount.

Is there an attribute in payables subledger accounting that will pick up the withholding tax liability line, so that we can customize the accounting behavior?

Screenshot below shows an example invoice accounting entry. Line 3 and 5 picks up no segment rules unlike line 4 and this is for the withheld amount.
