Taleo Enterprise - Is there a way to change a user type to read only?

We need to set a Taleo user type to be read only. Is there a way to do this without changing all of the permissions individually to read only?

We need a blackout on any changes in the system and so need to set everyone to read only. I was hoping to not have to go in manually and change all of the user type permissions individually. Is this possible?
