According to the following documentation, it is possible to use transit routing to access Fusion Application SaaS ERP using VPN/FastConnect & Service Gateway.

Customer needs to route public IP addresses of Fusion Application SaaS ERP to VPN/FastConnect. In case that there is a requirement to avoid using of public IP ranges, is it possible to use private endpoints like described here:
