Can the internal application flow be customized to match external application flow?

Summary:

Client requires that the internal application experience matches the external application experience exactly. As far as I know there's not much that can be customized on the internal application. Client cannot give internal candidates preferential treatment and therefore is required by law to offer the exact same application flow internally as externally. Any ideas are much appreciated.
