Disable 'Cancel Job Requisition' Action Button on Requisition Page

Is there a possibility for the 'Cancel Job Requisition' Action Button on Requisition Page to be disabled using Fast Formula if the condition would be; there is already 1 hire in a requisition? Or is there any other way to execute this?
