Manage activities is greyed Out

Summary:

Hi Experts,

We are trying to check the ILT trainings and want to mark the attendance using "Manage Activities", however its greyed out:

Our user has delivered "Learning Specialist" role.

One more thing the user did is - he has given the activity date as 5th Feb while he created the ILT course on 9th - will this have impact? Can't we create past dated activity in system in case we want to have attendance stored in the system?
