Redwood - How is learning linked to development Goal in 24A?

Summary:

I saw in 24A when a employee navigates to goal center , and adds development goal, related learning item section is not available in redwood, when I checked whether the field was hidden from VBCS , it wasn't available to enable. We have enabled related learning option from offering in responsive UI. How can development goal be linked to learning in redwood?
