Error on move to HR, Pending worker not created

The person number generation is set to automatic upon final save, candidate has accepted offer & automatically moved to HR, but it shows error during processing

Hi Experts,

One candidate on moving to HR, error has occured & the error is "A record with value PersonDEO() already exists, on searching it said that same person number error. The person number generation is set to automatic upon final save. The client wants to proceed with the candidate & see pending worker record.

The return to manual processing action is inactive

And on clicking on Add Pending Worker - the person number field is not editable. How can we proceed with this candidate to create PW without losing any date? Any quick response would be appreciated as this is a live environment.
