How to exclude employees from transferring compensation change statements to Core HR?

The client want to exclude employees from the transfer of workforce compensation change statements to HR. Do we have way of excluding the transfer of compensation change statements for centrally managed statements?

It is not sustainable and easy to manage to manually delete the compensation change statements of each employees who are not suppose to have a change statement. Do we have a criteria to exclude employees? How can we exclude them in mass?
