PR is not Getting created for back to back Sales Order - Oracle Fusion

Summary:

PR is not Getting created for back to back Sales Order - I have done all the setups required and When B2b Sales Order is created The order line status is Schedule , Supply request Complete and then Awaiting shipping, PR is not getting created. 

Setups:

1.Item b2b enabled

2.ATP Rules

3.ATP Rule Assignment

4.Sourcing Rule

5.Seeded Order Orchestration is used
