How to add Expense policy rates in the past?

We have a Expense policy rate that needs to be entered monthly. It is of type Mileage.

I need to enter rates for some months in the past, but I always get the error that "the date is not in a valid range". I can only enter a new rate starting as of today or later.

How can I solve this?
