How to load element eligibility where the element has no Legislative Data Group?

Some UK seeded statutory elements are provided with no LDG. How can you load eligibility for them?

Some UK statutory elements are provided prebuilt but the LDG for them is blank.
We need to add element eligibility to be able to use them, but when trying to do this via HDL it fails to locate the object.
Here is the HDL I'm using:

I've tried leaving the LDG field blank, using #NULL, but whatever I do it doesn't find the element. Any suggestions? I can do it manually, but it would be nice to automate.
