Is it true that bank account data already has a layer of encryption via TDE even with the Manage System Security Options - Bank Account Data - Enable Encryption config option set to disabled/no.

What is the use case for for the Manage System Security Options - Bank Account Data - Enable Encryption config option? Is it end to end encryption from the DB tables right to the UI? An added layer of encryption on top of TDE?
