How do I enable the import of empty records in CDM without getting an error?

Summary:

I'm trying to import a CSV file in CDM with just the header and no records. The file is semicolon separated, and I tried to import it with just a semicolon in it, but it shows an error: "This error occurred while importing data: Attribute OrganizationName in OrganizationDEO__DefCustomizer__ is required.". Is there a way to import an empty file in CDM without disabling the required fields?
