We need to help for the below two cases to provide the clarification to Business. Could you please help us.

Please confirm that closing or permanently closing the Historical control budgets will not impact current year (Non-Historical) control budget activity. For example an invoice that is processed and payed in FY24 should still interact with the remaining non-historical control budgets.

Please confirm the difference between closing and permanently closing. If both prevent users from canceling an old credit memo or invoice, could we choose to close the historical control budgets just in case we encounter a scenario where they need to be re-opened?
