Add and Delete Goals button to be disabled in the performance document but not in Goals Module

Summary:

Need guidance or groovy script to ensure that the add and delete buttons in goal section of performance document are disabled but not in the goal module pages. Currently its disabling in both the modules which is not the expectations/requirement we have.

The requirement is to disable add and delete buttons in goals section of performance document during appraisal cycle as there are chances that employee or manager might delete existing goals during appraisal cycle or add new ones to show better performance rather than sticking to agreed goals at the beginning of the year. Fundamentally also if there is a need to add or delete goals then it must be done in goal management and synchronized with Performance document. Is there a control available in the configuration or a groovy script that can be provided to enable this requirement
