VB Studio - Unable to find from IDCS

Summary:

We are setting up DCS , I have a admin access to IDCS and setup has been done in IDCS and fusion.

Created the DCS application as well with the help of latest standard template as per the oracle document

Roles added to VB as well

When trying to add for VB Studio unable to find the Navigation as per the oracle doc

for 2nd - VB studio setup in IDCS , unable to find the Oracle cloud console in oracle cloud services

how can I complete this step
