read only privilege for Buyer Assignment Rules

Summary:

We see there is only one privilege is available 'Manage Buyer Assignment Rules' and this "Allows a procurement manager to manage buyer assignment rules."

Thus the user having this privilege is also able to create / edit the buyer assignment rules.

But we are looking for a read only privilege to be assigned to user so that user can view the details but should not be able to create / edit buyer assignment rules.
