on free tier, it's telling me I will pay 2.00/month for boot volume...?

First post so not really sure what to put this. I have already created some instances a few years ago, and I want to create another one within the free tier limits. However, when I set it up, it says "Boot Volume 2.00/month".. I don't remember seeing this when I created my other instances. Did they change their policies so I now have to pay for the boot volume every month?
