Uprading Free tier account - Billing issue

Summary:

I've tried upgrading my Free tier account, but my credit card was declined while there was sufficient funds on it. This was a few weeks ago. Now I noticed I was charged 10 EUR on February 09 by Oracle Ireland. This seems to be the same date I tried upgrading my Free tier account.

I did not receive any invoice, and my account wasn't upgraded. What is this charge for? How do I get in touch with Oracle regarding this? It looks like I need a paid account to actually get through to Support but I'm unable to upgrade my account.
