Does GOP logic run into Circular Reference or able to skip and figure out ranking

Summary:

Hello,

We have clusters of warehouses that are all considered as equally eligible (based on hierarchy) to transfer the material among each other; depending on which warehouse has the inventory. The aim is to transfer the inventory from within the cluster (as it has a transit days of 1 day) compared to buying from supplier at hub (as supplier lead time is significantly more).

The business rationale is to satisfy the customer demand now - than necessarily holding the inventory for customer demand in future. Also customer demand satisfaction comes ahead of any cost of transfer etc.

  1. Consider 1113, 1157, 1158 are three warehouses in a given cluster - with 1113 as hub (buying from supplier) and 1157 & 1158 as spokes (getting inventory fed from 1113)
