How to set a line selection criterion based on line EFF and Mode of Transport of shipping method

Summary:

We want to only execute the Transportation step if a line level EFF has certain value and Mode of Transport on the shipping method selected on the line is a particular value.

Having tried multiple ways to set up the line selection criterion, the step is either Not applicable for all cases or is executed for all cases. The system is not honoring the If conditions set up on the line selection criterion.
